All 16 licensing conditions took effect for every Hong Kong money-lender licence on 1 August 2026 — no grace period (Government press release, 1 Aug). Breach is criminal: up to HK$100,000 + 2 years' imprisonment, plus revocation/renewal risk. The big three: a hard DSR cap (35%/40%) for borrowers earning ≤HK$12,000/month counting all-institution unsecured obligations including the loan applied for; a total referee ban with quarantine of legacy referee data; revised advertising rules with a re-promulgable warning statement, format specs, and a misleading-claims blacklist — under active enforcement (199 ads swept, 20 rectification orders).
